From 27th March 2021 the Transparency Regulation (EU 1381/2019) will come into force, which aims to increase transparency of data and decision making for risk assessments in the food chain, with the ultimate objective of increasing public trust. The new regulation leads to new obligations for Applicants and the European Food Safety Authority (EFSA), and introduces new processes, databases and IT tools. This will lead to greater dissemination of data, whilst maintaining confidentiality where necessary.
Amongst the changes brought in as a result of the Transparency Regulation is a transition to using IUCLID (International Uniform Chemical Information Database) software for the submission of dossiers for Plant Protection Products. Following the release of IUCLID 6.5 in October 2020, IUCLID can be used to prepare dossiers for new and renewal of active substances and their metabolites. To enable the use of IUCLID for Plant Protection Products the latest version contains Organisation for Economic Co-operation and Development (OECD) harmonised templates and has the functionality to attach both full study reports and sanitised documents, without confidential information. EFSA are providing training documentation and a number of webinars, focussed on the changes brought about by the Transparency Regulation. The use of IUCLID and the associated documentation will also be refined based experience of Member States and Applicants with early submissions, through the IUCLID HYPERCARE Programme.
